What is the Board of Trustees for a land grant- merced ?

The board of trustees of the land grant-merced del pueblo de San Joaquin del Rio de Chama has the power to control, care for and manage the land and real state and prescribe the conditions of use for any common land the land grant-merced may have. They also appoint judges an clerks for their elections under NMSA Section 49-1-1 through 49-1-18. They make bylaws, rules, and regulations not to conflict with the US Consitution and New Mexico state law. They are the head of the land grant-merced and are elected by their community based on their bylaws. President: Leonard Martinez
Leonard was born in Espanola, New Mexico. He currently is retired from the Military. He currently serves as President of the New Mexico Land Grant Consejo. He has been an active member on the board of trustees of the land grant since 2005. 
Vice President/Treasurer: Thelma Lovato Chavez
Thelma was born and raised in Coyote, New Mexico. She currently works for the National Forest Service, Coyote Ranger Station. She has been an active member on the board of trustees of the land grant since 2012. 
Secretary: Sharon Hays
Sharon born in Japan on a United States Military base. She currently is retired from the State of New Mexico as a former Human resource Employee. She has been an active member on the board of trustees of the land grant since 2010.
Secretary of Land and Water: Gerald Chacon 
Gerald Chacon was born and raised in Espanola, New Mexico. He currently is retired from the Department of Agriculture in New Mexico.  He is also a member of the Northern New Mexico Stockman Association. He has been an active member on the board of trustees of the land grant since 2010.
Sergeant of Arms: Mike Vigil 
Mike was born in Espanola, New Mexico. He is currently retired from the Fire Department at the Los Alamos National Laboratory. He has been an active member on the board of trustees of the land grant since 2010.
